LEDF was established by passionate professionals with expertise in: Social Work, Community Development, Law, Psychology Theology, Human Medicine, Accountancy, Project Management Humanitarian aid, Land Advocacy, Engineering, and more They came together to tackle challenges such as poverty, environmental degradation, and rising mental health concerns.
LEDF is governed by a 7-member Board of Directors comprised of founding members. The Board formulates policy, monitors performance, approves partnerships, and oversees all operations through the Country Director and senior management team.

The foundation is named after the late Rev. Leuben James Efumbi, a long-serving Anglican priest who served in the Anglican Church of Uganda, particularly in the Bukedi Diocese, for 21 years from 1974 until his retirement in 1995.
